The information you listed makes me believe that you are correct. I have a Phebe Dunbar as the daughter of Robert Dunbar and Phebe Peet but no dates. The dates and places you mention seem to match up pretty good. Phebe was probably born in Eaton, Madison Co, NY. Known siblings were
Rebecca Dunbar born Abt. 1817 married to Herbert Oliver Perry
Robert Dunbar 1818, Eaton, Madison, NY. (my 4gr, grandfather)
Delos Henry Dunbar born 18 Aug 1828, Eaton, Madison, NY.
died 16 May 1913, Coudersport, Potter, PA buried Rathbone Cemetery, Oswayo, PA
So now we have a Potter, PA connection too. I also have your Phebe married to a Frank Robbins. Does that name mean anything to you? As for Phebe Peet I don’t have any information on her. There were several Peet famlies in Madison County at that time but I haven’t found a connection yet. I have a lot of information on the Dunbars taken from The Descendants of Robert Dunbar Of Hingham Massachusetts 1630 - 1693 Ann Theopold Chaplin, C.G.
