I was looking online for a family crest and the one it took me to was english. I wanted to see if there was an irish one so i looked further and although I didn't find that I did find something interesting. There are crests listed for Peer and Peers from Germany. That could be something to do with Joseph. I also read that the four peerys that Joseph is to have associated with came to VA by way of Philadelphia PA. Maybe that has something to do with what your research has shown regarding your ancestry going to PA.
