Smith Paul, was believed to be a Progressive.the Progressive Party wanted a railroad and welcomed white settlers.When McClure (a Non-Progressive who opposed inter-marriages of whites and Indians and wanted to leave the country as it was) objected to locating the railroad depot on land he controlled, Sam Paul, ivited them to locate three quarters of a mile North of "his land." When the Sante Fe people placed the sign on the new depot, they shortened it to Paul's Valley.
Sam Paul gave lots in the new location to Grant, Martin, Will Hull, Sam Garvin W.G. Kimberlin and others.It is interesting to note that Ambrose Klinglesmith, the town's blacksmith added coffin making to his blacksmith skill and made rough coffins in the upstairs of his shop.
An unofficial survey, known as the Wiggins survey, was made in 1887. the present townsite was laid out in the 1892 and J.T. Jones became the first mayor.Garvin County which Pauls Valley is the county seat, was named for Samuel Garvin, a prominent Chickasaw.Descendants of Paul and Garvin still live there today.
