Another lead that may support my previous information:
listed as Lenni (Louina is my interpretation) Pattee b Oct 1873 Iowa parents IL & IL school teacher in 1900 census ED # 108 Wd 4 Dubuque, Dubuque, Iowa pg 23 (HeritageQuest index). The fact that she can not be located in the 1910 census would support the fact that she was in Germany. Loueen is such an unusual name that I feel very comfortable about the link of your individual to the parents given but as with all information it is for your evaluation. With census data we do not know who gave the information so places of birth and parents are subjects of needed evaluation.
The 1920 census lists Loueen Patlee (Pattee is may interpretation) age 74 b in IL parents MA & NY ED 434 Wd 25 Cincinnati, Hamilton, Ohio pg 81. Sorry I do not believe she is 74 yrs old (should be 56 turning 57 in 1920, your university information should help to verify her age)but another good clue to my original linkage is that my listed parents are from NH & NY and she was born in IL. Suggest you get a death certificate from Ohio.
