I have just returned from my trip, and think I have some good leads for both of us:
Sarah and Riley Millard were apparently Louisa's younger siblings, and it seems that Louisa took care of them prior to 1850 and that she and Joel took them in when they married in 1850. Sarah, at least, went to Iowa with Joel & Louisa - Riley was probably old enough to venture out on his own. Am researching this further.
Louisa's father was Gideon Millard (mother unk at this time), who was prob born between 1790/1800. I think it likely that the Edward Millard living nearby could be one of Louisa's uncles.
I also think it likely that your Phebe Parson(s) could be related to my Joel - although I'm not entirely sure of what the exact relationship would be at this time...continuing to sort out all of the info gleaned in my travels. I see that the age of your Phebe on the 1850 census was 61 - which would make her the right age to be the Phebe Parson(s) who was Joel's aunt (sister of his father, Matthias Parson Jr)...she was born in 1788 NJ and married a Reynold Wright in Montgomery Co OH in 1804. Reynolds Wright died in 1839, and I think it is quite possible that Phebe remarried - she didn't die until 1870. There was quite a bit of legal nastiness surrounding the estate's of Phebe's parents...fights between heirs...and it's quite possible she followed her brother to Boone Co, IL, remarrying before or after moving to IL. I must emphasize that none of this is conclusive - but based on all the information at hand, COULD be true.
IF it IS true - parents of Phebe would be Matthias Parson Sr and Mercy Shaw. Let me continue this line of inquiry a bit, and get back to you. Perhaps we're related!
