I made an error in names. The people in Accomack Co., VA were John and Katerine Pannell. John had brother named Thomas. Your line probably came from Thomas' side.

Information found in Northampton Record Book, Vol. 8, pp 135-136.
17 Oct 1660 Katherine Pannuell of Northampton is ordered to stay in custody of James Cit re: death of Ellinor Cowell, her servant. Charges were made that Katherine beat her servant to death because servant talked back to her.

13 Nov 1660. Katherine Pannuell is in Northampton Court accused of murdering Ellinor Cowell, but "by Virtual of ye Kings Pardon is cleard and acquitted of ye Same.

22 No. 1660. Will of Katherine Penuell. To my husband John Penuell my plantation with all the lands and housing. Witt:
William Custis, John Walter.

(It's possible from the above statement that Katherine's father was a Custis of Accomack Co., VA. and related to Custis family that married into George Washington's family.

12 Dec 1660. Will of John Penuell. My whole estate of goods, chattels, cattles, and moveables to be equally divided by my two children John Penuell and Hanna Penuell.

Others named in will were John Walter, Dr. John Stringer, John Webb, Mr. William Jones, William Waters (Com. of Accomack Co.), etc.
