Hi, Gerry:
I read your message and I made a phone call to the Capira's Mail Office and they have Mr. William Taylor registered in Entrega General, he is well known over there.
If you like, you can write him and he will receive your letters, I can't get his phone because he doesn't have one but in your letters you have to write the consignee like this:
Mr. William Taylor
Entrega General
Capira, Panama Republic of Panama

and he will recieve it.
I hope this can help you to find your mother in law.
