Also, when you create a GEDCOM from PAF 5.18, the default setting is to create the GEDCOM for export to PAF 5. You have to click the radio button (6th one down) to export a generic GEDCOM 5.5, and you then have the ability to choose the character set: UTF-8 (default), UNICODE, ANSEL, or ANSI.
