Can you try your database on a different computer, to see whether the problem is limited to that particular installation of PAF?
If you copy your PAF data file to a flash drive and take it to a Family History Center, you can easily open the file there.
While there, open the PAF file in FamilyInsight and then save a copy from within FamilyInsight, as it has the ability to fix indexes that PAF can't fix.
While at the FHC, maybe import your PAF data into RootsMagic and export it as a gedcom file. The conversion process can often clean up problems in the original database, which is why creating a gedcom file in PAF tends to be so effective (but apparently not in all cases).
