That's not exactly the case - PAF Companion (and Genelines) support Western European diacritics: French, Spanish, German, Norwegian, Swedish, Icelandic, Portuguese, Italian, aka ISO 8859-1. This includes characters in the range 0x80 to 0xFF.

The Eastern European languages are not covered, as well as non-Latin scripts.

A simple test would have elucidated this issue.
