Unfortunately I'm at work and do not have a copy of PAF to look at, but I believe that you need to export to Gedcom and then pick the character set (UTF-8, Unicode, ANSEL, etc.) that you want to use for the Gedcom. The export to Gedcom option is a bit farther down the list.
Exporting to PAF will attempt to write another PAF database file, or attempt to overwrite your current database if you do not give it a new name.
I'm working from memory here, so check the program options again.
