I thought that it was only me with the problem. I fixed it,but I did not write down what I did. But I know that I went to the control panel (in Vista) and then went to Sounds. But just what I did there is gone from my brain.
However-I changed it to Windows Default and then went through the list Program events and made sure that there were no sounds or agreeable(for me) sounds. Most are no sound. I was having the same problem as you but you described it better. It used to scare me so.
Do try this and see if it helps.
