Line Spacing in Reports

When I prepare a book, the resultant output tends to have way more blank lines than should be necessary. Is there any way to control the spacing? i.e., between the person data and the notes data, generally there are 4-5 blank line and if this is extrapolated over a 200 page book, it tends to use more paper than necessary, not to mention the unsightlyness of the large voids. Any suggestions?
