What error are you getting. You should be able to do the following to see two files side by side. It shouldn't matter in which directory they are located:

Open PAF with first database file; FILE/OPEN the second file; WINDOW/TILE VERTICALLY and the files will show side by side. click the blue bar to make the preferred file the active one for data entry.
