Short answer: You cannot import FTM pictures into PAF.
In FTM, picture files are normally stored internally as highly compressed *.jpgs in the *.FTW database. FTM Gedcom exports do not include either the embedded pictures, nor external links to them.
PAF does not store picture files internally, but does link to them externally. PAF Gedcom Exports can include links to pictures.
If you have a *really* good friend with The Master Genealogist (TMG 5 or 6), you might get that friend to import the FTM files into TMG and link them externally for you. Might as well buy TMG if you are going to do that.
Otherwise, the originators of these FTM files, which may include scrapbook pictures, are going to have to suck the *.jpg image files out of their FTM applications by copy/paste, one at a time, and link them for you externally in a folder or CD.
Might as well buy a copy of FTM also. Then ask friends and relatives to send the original *.FTW files, open them in FTM, do it yourself, and save that friendship too.
