The problem seems to be that not all printers have the same top to bottom printable area, and that the programmer may not be taking this into account. The footer area is measured up from the bottom, and overlaps the text body. Perhaps the form was originally designed for dot matrix continuous feed paper, which can have a zero edge distance.
