If your sister has access to a computer at the library, she should be able to get a free e-mail address and you could then exchange files via e-mail attachment rather than floppies and snail mail.
The GEDCOM file is a universal format for exchanging genealogical information and most genealogy programs will export and import in that format for sharing with others.
The next few massages down this list, by Ted Arbon, have a lot of information on GEDCOM files.
