If your sister has access to a computer at the library, she should be able to get a free e-mail address and you could then exchange files via e-mail attachment rather than floppies and snail mail.
The GEDCOM file is a universal format for exchanging genealogical information and most genealogy programs will export and import in that format for sharing with others.
