After much testing and compiling a report on this problem to Salt Lake City, I have discover the porblem and a work around.
The problem comes from PAF 5 using the regional settings in Windows. The Numbers/Measurement setting for anywhere out side USA is Meteric, PAF 5 cannot reconize the Metric Measurements in PHOTO EDIT.
To work around this
Click Start
Click Settings
Click Control Panel
Select Regional Settings
Click Numbers
Change Measurements to US.
Click apply
Now Photo Edit will work.
You do not need to leave the Regional Setting that way. Once you have done change it back it will not undo the photo's you edited
