I don't know how deep you want to get into this, but (at least with with Word97), select "recover text from any file" as the file type, it is then possible to see the RTF coding.
You might be able to find something in the start of this coding that differs from a the coding in a short RTF file that does open properly. By opening properly, I mean that Word 2002 converts the RTF file to DOC so that you can work with it.
