James Russell is an interesting York/Adams County name. there is a James Russell in Cumberland County taxes in 1762,1768,1772,1773, 1780, 1783 with 7 individuals 5 Cows 3 horses and 16 Sheep and 342Acres, 1783 single and 1785. About this time Franklin Twp was carved out of Cumberland an other townships and in 1787 James is in Franklin Twp which is where he is in 1790. He didn't move.

A James Russell filed a claim in 1740 in the Manor of Maske located on Marsh Creek which is west of Gettysburg.
I believe this James by wife Jane had Joshua, William, James II (your James), Samuel, and Jane who married John Buchannan. John is related to President Buchannan.
Your James married Hannah Blackburn, daughter of John and Agnrs Blackburn and had Mary 1760, Samuel, 1756, Hannah 1767, John 1765, James III 1771, Betset 1762, Jane 1769 and Alexander 1758.

On 26 April 1776 James Russell is an Elder in the Upper Marsh Creek Presbyterian Church.

James III married Ann Throckmorton

In the 1785 Cumberland taxes the married Russells are James, Joshua and Samuel and single Russells are JamesIII, John and Caleb. These same folks were in ther 1787 Franklin Twp taxes. Also in 1787 there was a married William who was a taylor.
James Russell was the Tax Assessor in 1788 and his signature in on the submitted tax list for 1788 and 1789.
In 1788 and 1789 Joshua had 200A, James had 221A and Samuel had 121A.

There are other Russells listed in the now Adams County Taxes. I just listed the ones I thought relative to James.

This info comes from the York County Heritage Trust Library in York City using their Russell Family Tile, their Microfilm for the taxes, several books on Adams County as well as abstracted Orphans Court and will information.
