As I believe I mentioned before your best bet is probably to get Elthea's death certificate, obituary and marriage record.
Based solely on what I could find in the census records there was an Altha O. Wilson age 8 listed in the 1880 census, Warren County,PA (next to Venango County) as the daughter of John S. Wilson 36. His wife is listed as Elisabeth 24. Listed with them is Alfred E. 7, Lola E. 3, Gertrude 2 and sister-in-law Martha M. Keefer 15.
The 1900 census entry for your Elthea Burns shows she was born May 1871 so the above entry isn't out of line. Also Tidioute is in Warren County. However, tracking down a John Wilson isn't much better than trying to find out what happened to John Smith.
The 1870 census lists a Martha M. Keefer 5 with Henry Keefer 50, Salome 42 and among the other children Sarah E. 14. They were living in Forest County which is next to Warren County.
