Wills would be at the Somerset County Register of Wills. Deeds might help too. They would be with the Somerset County Recorder of Deeds. Both can be very helpful in establishing lineage. Church records are the only likely source for birth, marriage and death records that early unless you are extremely lucky and someone has the data from their family bible.

Check with the Rockwood Area Historical & Genealogical Society, Meyersdale Public Library, and Historical and Genealogical Society of Somerset County to see if they can help you with church records.

One thing that may throw a monkey wrench into the picture is if Hiram's parents didn't stay in Somerset County (it is a possibility).
