I don't know what you mean by birth certificate or war record, but he and Mary received a Civil War pension: Appl 72,376 Appl 43,297 Widow Appl 655,071 Cert 457,137.
You can get a copy of his pension from the National Archives in Washington, DC for $75. While a bit pricey and the genealogical data it contains is uncertain, it may have some of what you are looking for. As I understand all the pensions will eventually be online, but I don't know the timeline. Some are already available online at Footnote.com for a fee.
His obituary may or may not have some useful data.
The 1850 census of Philadelphia lists an Alfred G. Kelly 5 as the son of Sam'l 35 and Sarah 33. The parents were born in England. I suggest it as a possibility that the enumerator copied the name down incorrectly.
