The National Archives came out with a statement that they were expecting a flood, but got a tsunami in reference to the volume of people trying to access the 1940 records. Try to be patient and try in a few days (or longer). Familysearch.org/ should have more states in the 1940 census downloaded in a few days and might be easier to access. Good luck!
