Death Certificate vs. Return of a Death

I want to order a Philadelphia death certificate from 1912. Is a Death Return something less restrictive than a Death Certificate? From what I understand, a certified Death Certificate is sealed to any but the next of kin. The person whose document I want is a cousin, but not a first cousin. The online form I saw asked for the social security number, yet 1912 was before S.S. numbers. Could someone advise me? I come from a state where death certificates over 50 years old are open to the public. Thank you.
