Most likely Harry H. and Flora were Ruth's parents. I suggest getting Ruth's death certificate and obituary. Both should list her parents and the obit may have surviving siblings. Ruth and Clarence's marriage record may have data on the parents. More than likely they got it at the Northumberland County Register of Wills.
Check with the Northumberland County Historical Society to see if they can help you.
