Consart, Frank H., age 12, b. PA
Consart, Anna M., age 8, b. PA
Consart, James M., age 7, b. PA

Here's why I think the name may be Cousart:

With that in mind, I may have found James in 1920 in Chicago, with a second wife:

Cousart, Hilda, Wife, age 23, married, b. Illinois, father b. PA, mother b. NJ
Cousart, George, Son, age 2 years, 4 months, b. Illinois
Tanner, Nellie, Lodger, age 27, single, b. Arkansas, parents b. Arkansas, stenographer

In 1900, James and Nellie are in Brooklyn:

22nd Ward, Brooklyn, Kings County, New York

Cousart, James, Head, b. Oct(?) 1860, age 39, married once, b. PA, parents b. PA, salesman
Cousart, Nellie, Wife, b. Nov. 1877, age 22, married once, 0 children born/living, b. New York, parents b. Germany

Then in 1910, they are in Manhattan:

12th Ward Manhattan, New York

Cousart, James M., Head, age 49, married twice, 10 years this marriage, b. PA, parents b. PA, salesman, furniture house
Cousart, Helene, Wife, age 28, married once, 10 years, b. New York, parents b. Germany
Cousart, Clara, Daughter, age 9, single, b. New York
(also one boarder and a maid living with them)
