As far as I know there are no online birth records for Mifflin County. Most births in Mifflin County from 1893-1905 were recorded at the Mifflin County Register of Wills. I say most because recording births at the county level was not strictly enforced. Also it wasn't until 1906 when births were recorded at the state level that individual birth certificates were recorded. I think in the end in order to get a copy f the birth record you'll just have write to the Register of Wills. However, you might find LDS had microfilmed the records.

Check with the Mifflin County Historical Society, Kishacoquillas Valley Historical Society and Mifflin County Mennonite Historical Society to see if they can help you track down the data on the newspaper. A local library might even be better.
