Burial Records...

Does anyone know who to contact regarding the records of burials in a certain cemetery?

Most of my family is buried in Gillett Cemetery in Pennsylvania. In that cemetery there are many unmarked stones and plots. I'm thinking some of them belong to family members that I've found the obituaries for but haven't found the headstone for.

Any idea as to who to contact to find out what persons are buried in a cemetery whether or not they have a headstone? Findagrave will not help in this matter...that only records those with headstones. I'm looking for the burial records that the cemetery should have kept.
