Early birth certificates

Just wondering if anyone out there can tell me when Mercer County, PA first started requiring parents to obtain birth certificates for their children. I am trying to ascertain the names/familial connection of one of my husband's great-grandmother so I am looking for a document that can verify if Samantha McFarland is indeed the individual who married John Burk of Butler County, PA.
