Most people born in the 19th Century do not have birth certificates.
My four grandparents were born in Philadelphia between 1872 and 1896. None of them had birth certificates.
Some of my uncles and aunts, born in the early 20th Century, also did not have birth certificates.
You need to look in church records for baptisms.
