It would appear from Census records that the Parents of these young twins was David ALTER a medical physician b. PA and wife Amanda B. who was born in New York state.
From the 1860 Freeport, Armstrong Co., PA census (was Armstrong Co. part of Jefferson Co. back then?? they are close enough to each other to have possible been)
1860 Freeport, Armstrong Co., PA - June 1st
Jacob ALTER age 23 no job listed b. PA
Margaret Alter age 16 b. PA
One Door Away
David ALTER age 52 medical doctor b. PA
Amanda B. age 35 b. NY state
David 25 laborer b. PA
Electa 12
Miron H. - 9
Esther -2
Sarah A. ROLLY 20
Pheby J. Rolly 18 all others b. PA

1870 Freeport, Armstrong Co., PA census - June 28th (so just a few months after the twins died)
David ALTER age 62 physician b. PA
Amanda age 45 b. NY (so she was getting to the end of her child bearing years when those twins were born and perhaps they were born with medical handicaps which prevented them from living a very long life).
David age 34 b. PA
Myron 19
Ellen 12
Anna 5 all children b. PA

There were also several ALTER families living in nearby Venango Co., PA too with the names of David and Jacob, but this was the only family with the David/Amanda ALTER names.
