I don't know for sure that anyone applying for a Social Security Number requires a birth certificate. When the Social Security Act came into being (I believe it was in the 30's) people applied for a number who had been born in the late 1800's and there were no birth certificates. The Social Security Death Index is available and it would tell where the last residence was if he was (or his wife)werereceiving any benefit Have you tried to obtain a death certificate for Frank C. Hodge and Mary Brown. Death certificates should be available for both. In addition since he was born in 1928 he would not be eligible for draft for World War II but he would for the Korean War. Have you thought about that?
