It would seem that a good place to start would be to try to trace Harry backwards through the censuses in order to find where he was living in 1860 and who his parents were.If you can find him in the 1860 census and his parents in the 1850 census, then you will probably have just one or two counties to research for a birth record.And you may be lucky in that Pennsylvania required birth reporting for a short time in the 1850s, including 1852, and many (but not all) counties still have copies of the old records.
