I'm not related and I cannot say for certain but I believe David was born circa 1915 and he served in the 115th or 125th Regiment of the 29th Infantry Division. Unfortunately Phillips is a rather common surname.

The best I can suggest is that you contact Genealogical Research Society of Northeast Pennsylvania: and Osterhout Free Library:

Tell them who you are and why you are doing this and they should be willing to help by finding a report of his death and obituary. Be sure to ask them to check for up to a month after he died as war deaths were not always immediately known or reported. If you have any problems let me know.

You might also try the 29th Infantry Division Historical Society. They might even have someone still alive that remembers David or knows his family:
