Marriage liscenses were not required or issued by the state or at least Juniata County until about 1885. The only record you will find for marriage is either a family bible/minister's records or perhaps if something was printed in the newspaper. The courthouse will not have any information.

The Juniata County Historical society has an index of marriages that they have collected from many different sources. They can be reached at juncohis@tricountyi.net
or by phone at 717-436-5152
