Could be the same George. If he was divorced from his first two wives, quite possible that the exes had custody of the children. Also quite possible that the exes remarried between decennial enumerations, and could be that the children by George (maybe) were enumerated with new married name of their mother. Similarly it is also possible that George married women already having at least one child and that the enumeration showed George's surname for them erroneously. It is always hard to figure out without additional evidence.
County Court records may have your evidence for you regarding divorces, and if there are extended proceedings might show ex-wife's new married name and residence.
Estate records for George might also detail who his living heirs were at the time of his death.
