Is it possible that this Lindsey family never moved from Jefferson County PA to the Elk County PA area, and was at all times been within Elk County, Penna???

Information given within WW1 draft rec'd when 19 yrs old, of Harry Milton Lindsey was that the place he was born was within Balltown, Elk, Penna b. Sep 6, 1899. His nearest living relative was Ms. Mary Gear who lived at Portland Mills, Elk, Penna.
