Births in Pennsylvania were recorded at the county level in 1904 and unfortunately was not strictly enforced and sometimes doctors who worked across county lines recorded births in a neighboring county. Otherwise Albert's birth record would be at the Carbon County Archives in Jim Thorpe, PA.

As extremely common as Smith is I could not find an Albert Smith with those parents born around 1904 anywhere in the country in the 1910 or 1920 censuses. One thing that would help is knowing what the names were of any of his siblings.
