It is very much a diocesean thing. I have had very good luck with the dioceses of Allentown and Scranton. Harrisburg diocese has an archivist, through whom all record requests must b e channeled. This gets a bit pricey. In Bucks County (Archdiocese of Philadelphia), I was not even allowed a copy of the marriage records for my graandmother's sisters. But all records prior ro 1920 can be obtained through request to the Archdiocesean Archives.

As I think has been mentioned, the Church considers sacramental records personal property and confidential. Obviously this means different things to different dioceses. Combine that with what until recently were very restrictive state laws in PA and one could have problems finding some things.
