1916/17 Any common place for Blair Co. residents to run off to get married?

I am looking for my grandparents marriage date.
There is no record of them getting married or applying for a marriage lic. in Blair County. Both were residents at the time of the marriage. Any one have a suggestion as to a popular place to get married near or around Blair Co. PA that I should explore? He was not a veteran so looking for the marriage date there will not work.
Any suggestions or ideas would be most appreciated.
