Dear Edward,

It looks like he was drafted while living in Cambria County, 28th subdistrict which included White Township, Clearfield Township and Chest Spring Borough. Many other names also drafted at that time and location ended up in Company D of the 149th Infantry including Benjamin BEERS, Alexander EDMISTON, Philip H EDMISTON, Daniel FOGELSONG, Jacob GLASS, Andrew J HOOVER and William HARKINS. At Chronicling America I found this draft list in the newspaper, the Alleghenian, Ebensburg, Pennsylvania, August 27, 1863, page 2 and compared it to a muster list of those drafted and mustered in to that unit on August 20, 1863.

This doesn't answer your specific questions but seems to give an immediate 1863 pre-draft location.
