Charles Wesley Rue, born 1837/1840 -- need parents!

I am looking for the family of Charles Wesley Rue, who was born either 1837 or 1840. I have a copy of his Civil War pension file, which uses both years in it. He states in his file that he was born in Beaver County, PA. He moved to Warren, IL as a child, and eventually settled in Richland County, WI, where he lived until his death in 1928. I was told by another source that he had a brother, John Rue, who also settled in Richland County, WI. John married Rachel McMillen/McMillan. Charles married Grizella McIlhattan, daughter of James and Catharine Bobb McIlhattan of PA.

I was told that Charles' parents were Charles and Margaret Genner Rue, but have found nothing to substantiate this. Can anyone help me find more concrete information on Charles Wesley's parents, grandparents, etc.?
