It's not impossible your William was a brother of my Thomas Jefferson Thompson b. 1829, but there sure isn't much evidence. There were a lot of Thompsons around.

I see your elder William was in Jefferson County, Ohio.

My Thomas Jefferson Thompson b. 1829 was in Portage County, Ohio in 1860 and 1870, but for some reason had moved to Jefferson County by 1880. The only evidence I have of him there is the 1880 Census, but assume my gr grandfather Eugene and his brother Andrew were born there in the mid 1870s, as they don't show up on the early vital records in Portage. I haven't checked Jefferson County's early vitals yet.

Thomas was buried in Portage County in 1893, and his widow and surviving adult children were all in Portage County on the 1900 Census, so I'm assuming they'd moved back to Portage sometime before he died.

I tried to find William on the Census, without success. You said he was in Westmoreland County when William S. was born in 1842, and moved to Ohio when William was a baby. I didn't find a family in Jefferson County on the 1850 Census that matched this one.

Later you said "Joseph Miller Thompson b:Aug.24, 1849 in Butler, PA," so I checked the 1850 Census for Butler County -- again without success.

Do you have any other information that might help me locate them on the Census?
