According to the 1910 Census Index PA :
John -Head of hsehold
Cynthia, wife, age 55
William, son, age 21
Edith, dau, age 17
It would appear that William was actually born in 1889.
There is a record in the Social Security Death Index for a William Keys (b) 12th Apr 1889 (d)Oct 1975
Last residence was New Castle, PA Lawrence Co.
You might try posting on the Lawrence County page and attemp contact with whomever Wm might have been living with in 1975 when he died. He was in his 80's and could have been in a nursing home. Good luck.
PS: You could order an SS5-- SS application but I think it now costs about $27
