There were three James Hoovers living in Lawrence County in 1900 who could have been the father. Two of those had daughters who could have been your Margaret but both lived well past 1936.

The third appears in the 1900 census in New Castle:
James H. Hoover, born April 1839
Catherine, born Feb 1864
Lucinda, born Dec 1889
Margarette, born Feb 1892
Ethel M., born Nov 1899

James and Catherine were married 19 years. Her parents were born in Ireland, otherwise all others were born in PA.

I could not find any of these people in any other census record.

If you haven't already I suggest trying to get Margaret's obituary. It might list siblings. Check with the Historical and Genealogical Society of Indiana County. They may be able to help you get it.
