Yes, the Hawthorne Asylum was in Multnomah County. It was on the east side of the river, which area was incorporated first as East Portland, and in 1891 it was incorporated into the city of Portland.
The records of the Hawthorne Asylum (1863-1894) are at the Oregon State Archives. Their website is at http://arcweb.sos.state.or.us/banners/genealogy.htmhttp://arcweb.sos.state.or.us/banners/genealogy.htm and the Asylum records are indexed in their genealogical information database. You might also check the City of Portland death index, which is also available at their website. From that website, you can also request copies of whatever you may find in the index.
Most of the Asylum burials (at least those whose family didn't remove them elsewhere) were made at Lone Fir Cemetery. That cemetery is one of Metro's Pioneer Cemeteries, they have a website, and may answer email queries (I don't know if they do or don't).
