Found an obituary for Joyce Forquer in Oregonian newspaper:

Joyce Evelyn Forquer

A memorial service will be at 2 p.m. Monday, July 17, 2000, in Rockwood United Methodist Church for Joyce Evelyn Forquer, who died June 30 at age 76.

Mrs. Forquer was born Oct. 22, 1923, in Portland. Her maiden name was Riesland. She graduated from Jefferson High School. She worked in the office at the Vancouver shipyards during World War II and until 1949, when she became an administrative clerk for the Bonneville Power Administration until her retirement in 1979. She moved in 1981 to Troutdale. She was a member of the church. In 1946, she married Don Skibinski; they were later divorced. In 1969, she married Claud Forquer; he died in 1998.

Survivors include her son, Neal Skibinski; stepson, James R. Forquer; stepdaughters, Janell B. Houck, Joanne C. Kembel and Beverly J. Tolbert; seven grandchildren; and one great-grandchild.

Disposition was by cremation. The family suggests remembrances to KBPS FM radio. Arrangements are by Bateman Carroll Funeral Chapel.
