I don't know anything about, nor do I have access to the magazine you mentioned. Since you have the address for Charles, who is looking for information on the Sato brothers, you could write to him regarding the information that is available. You could highlight, copy and print part or all of the discussion in the September 2008 archives for the RootsWeb Multnomah County, Oregon List, and send it to Charles. If Charles doesn't have a computer, he can probably find a friend or a library that has one he could use. He could get help to retrieve the information I mentioned at the archives on the RootsWeb site. He could also write or call the Multnomah County Public Library, in Portland (main branch in downtown Portland), and a research librarian could assist him with old phonebooks or city directories, to find the Sato brothers in the time period. (The R. L. Polk's Portland city directory didn't include the years 1945-1949.) Charles might also want to check the Social Security Death Index to see if the brothers have passed away, and maybe get obituaries for them to find living relatives he could talk to.
