The Oregon Marriage Index is an iffy thing. It doesn't exist between 1924-1945.

In your case I also see in the Portland Telegram of 16 July 1924, page 16, column 6, under "Daily Statistics" and "Marriage Licenses":

REES-PALLEY -- Willard H. Rees, 289
Cook avenue, Portland and Mary C.
Palley, 1312 E. 27th st., Portland.

["Palley" really is spelled that way in the newspaper. I imagine they were working from someone's handwritten notes where "o" and "a" are easily confused.]
I doubt this tells you anything really new, but it's a good confirmation that you're looking at the correct people.
